'Arry talks a good talk, but ultimately it counts for little as Levy controls the purse strings.
The fact that Bale and Modric appear to want to stay at Spurs also counts for relatively little. It's always good business practice to keep giving players extended contract deals as it will bump up their prices in the transfer market.

As you mention, Levy controls the club and the finances and if someone comes in with any kind of over the top offer for either then they would leave.

The Suarez issue aside, which continues to boil my pee, Spurs fans seem to conveniently forget that so on the fringes of the first team squad was Bale at one point that Notts Forest were tempted to make a cheeky bid.
Bale got an extended run in the side because of BAE's injury. That's not strategic thinking but plain blind luck, no more, no less.
Let us also not forget that Modric was bought BEFORE 'Arry was appointed and that VDV only came to WHL because Levy 'offered' him to Redknapp. All in all 'Arry has been a very very lucky boy.
