Just as a thought, would not a ground based light source reflecting on the clouds give the illusion of movement if the height of the cloud base changed significantly.

That could be the most plausible reason. As it was only for a short duration, and quite high intensity, it may have been the lights being tested ahead of the new season. Check it out when they have an evening ko, which will be soon.

I have seen similar glows which turned out to be repair/maintenance of overhead power lines on the railways.

Something else which can look strange is an aircraft coming in to land, they sometimes put on additional 'headlights' and appear to hang in the sky much longer than you'd think as they slowly decend.
I think in both cases the cloud conditions are acting to amplify a light which otherwise might be overlooked.

Some kind of floodlight or lightshow testing is a strong possibility.
I remember being surprised by a laser lightshow at a festival a good 20 miles away which was projecting images onto a cloud layer.

It's interesting in that it starts around the same time on both video's, but on the second there is a very distinct light source at 1.54. There is a motorway in that direction, so I would say that its maintenance, either for that, or as I suggested earlier, the railway.

Maybe four could could pay you a visit, and send up his drone.
