This was a very unusual BBC forecast, not many of this type were broadcast, it was first for the television era for the UK and we won't see this type of weather forecast again until September 2090 assuming they are still broadcasting weather forecasts.

It was a forecast for viewing conditions for a total solar eclipse to be seen from British mainland soil. 10th August 1999

I know I'm being pedantic, but how can you have 'sunny spells' during a total solar eclipse?

You can't but the vast majority of the eclipse is made up of the partial phase and it was just indicating possible breaks in the cloud as indeed there was around places such as Newquay at the key moment.
