It was 25c and sweltering earlier today here in Middlesex despite only 21c being forecast so fingers crossed for the rest of the month! :-)

At 5pm this evening it was generally just over 21C, however during my cycle back from work I did encounter a few areas with the temperature easily in mid 20C's. These areas were large open areas too, pockets larger then a football stadium..

it was 25c on my car temp gauge and it's normally correct, andI had to have 2 windows down and the air con full blast! Sorry if that seems improbable to those in the frozen north ...
car thermometers are never right.. They're ridiculous things, gimmicks really.
Most likely that your car temp was reading near surface road temps, which would be considerably higher than air temps recorded at standard stations.

Plus 21c doesn't cause me to be sweltering in a short dress as I was yesterday and require full air con...!!! ;-)
