http://solarelectricityhandbook.com/solar-angle-calculator.html I know that from around 10th of February you start to significantly notice the sun's warmth again down here on the south coast. On a calm sunny day in early February even if the air temperatures is in single figures the sun can feel pleasant between 10am-2pm. Believe it or not but I've actually already seen people with sun burn this season. I'm guessing working outdoors in glorious sunshine all day and with fair skin sun burn in early march is a small risk. When I go to Newcastle in February the sun is feeble like early January down here 😃

Peak sun strength here is obviously around the Summer soltice when the solar noon is 59.9
Lowest is 13.1 in December.
Places in the far south of Spain are already 50.0 at solar noon They peak around 77 in June. Even higher for places like Florida etc.

This pretty much sums up why I already suspected - the angle of sun at the latitude of Newcastle on the solstice is the same as what it is just over a month earlier in Portsmouth.
Something else I found interesting is that the peak angle of the solar noon around the solstice last for more days down here then up north. We get 9 days of 62.6 degrees, Newcastle 5 days at 58.5 degrees 🙂
