Indeed it is - we wouldn't have even decided who was going to be on the "steering committee" in that time scale !
This highlights an important issue through. Events like this could easily result in more "secondary" deaths than deaths caused directly by the virulence of the virus. It won't take a particularity severe event to totally swap and gridlock the NHS such that people with other medical conditions would find it impossible to get timely treatment.
