The problem Italy has goes back a couple of weeks and the botched lock-down of Lombardy. As we know, the news came out and thousands left to catch the last trains south, taking the virus with them - now as Lombardy starts to flatten the curve, Rome, Naples and other southern cities are picking up in numbers. However and whoever completely botched that operation, needs to be prosecuted.
But it goes to show that a country needs a nationwide lock-down if a lock-down is required - trying to lock-down a region merely clauses flight and spread of the virus.
