IMO, if the Met Office sees fit for red warning, and there is the real possibility that 40°C will be hit - and quite widely too, the government should just call for all non-essential businesses in England, Wales and the Scottish Borders to close on Monday and Tuesday, citing a "possible danger to life". Calling two emergency bank holidays would probably be sufficient, but there's very little chance any of this will be implemented, unfortunately.
A stay-at-home order would be useless as people will just flood to the beaches or lakes etc, in weather like this, and police will clearly have better things to do than enforce that...
There seems to be a lot of complacency on social media at the moment, and I think a lot of people could be caught out with this. This isn't just a bog-standard summer heat wave that we're used to, it is proper, dangerous heat that has the potential to kill. As much as the weather enthusiast in me wants to see the UK record 40°C, I just hope too many people don't suffer with this.
